FIX 4.4 compatible proprietary message. Initiate the process to gather quotes.

A fixed buy amount is not supported. When Side is Buy, set OrderQty2 to the quote currency amount and omit OrderQty. When Side is Sell, set OrderQty to the base currency amount and omit OrderQty2.
